Probably the International Court of Justice (ICJ) in Hague.That does bring up an interesting point. Is it illegal to vandalize a space billboard? Exactly what court could prosecute that?

And it brings up still another point: can the US ban something in space? I'd guess the FAA could prevent such a thing being launched from the US or by a US company, but past that, they'd have no authority.
